March 10, 2004 Large Public Power Council Elects New Leaders WASHINGTON, DC — Richard Silverman, general manager and chief executive officer of the Salt River Project (SRP) in Phoenix, Arizona has been elected to serve as chair of the Large Public Power Council (LPPC). The LPPC represents the country’s largest consumer owned and operated power providers on national energy issues. “Electricity issues have reached a new level of importance for all Americans,” Siverman said. “I will work to ensure that customers of large public power systems are represented effectively at the federal level.” Silverman is a a 38-year veteran at SRP, one of the nation’s largest public water and electric utilities. He was named SRP's general manager in 1994. Prior to his designation as general manager, Silverman served in various legal and managerial positions and was associate general manager for law and administrative services. Mr. Silverman is president of the board of trustees of the Heard Museum in Phoenix, and a former board member of the American Public Power Association, the Electric Power Research Institute and the Western Energy Institute Silverman was elected chair of the LPPC at the group’s winter meeting in Henderson, Nevada. Gene Zeltmann, president of the New York Power Authority, was elected vice chair. Both were elected for two-year terms. The LPPC’s membership includes 24 of the nation’s largest publicly owned, not-for-profit energy systems. Through direct participation of the chief executives of its member organizations, LPPC works with citizens and elected officials to develop and advance consumer-oriented positions on national energy issues. From Seattle and Phoenix to New York and Florida, LPPC members provide reliable, low-cost electricity to some of America’s fastest-growing markets. Combined, LPPC members utilities generate more than 200 billion kilowatt hours a year.
