Electric Power Industry Signs
Accord with the U.S. on Voluntary Reductions of Greenhouse Gas Intensity
WASHINGTON (December 13, 2004) - Leaders from the nation's electric power
sector today signed an agreement with the U.S. Department of Energy that
establishes an important framework for the voluntary reduction of
greenhouse gas emission intensity over the next decade.
The heads of seven electric power organizations comprising Power PartnersSM
signed an umbrella Memorandum of Understanding with the DOE designed to
implement President Bush's goal of reducing the greenhouse gas emissions
intensity of the United States' economy (measured as emissions per GDP) by
18 percent by 2012.
The seven organizations comprising Power PartnersSM are the
American Public Power Association, Edison Electric Institute, Electric
Power Supply Association, Large Public Power Council, National Rural
Electric Cooperative Association, Nuclear Energy Institute, and Tennessee
Valley Authority.
These entities, representing all of the electric power generation in the
United States, have pledged to reduce collectively the power sector's
greenhouse gas emissions intensity by an equivalent of 3 to 5 percent
(measured as carbon emissions per unit of electricity produced) below
2000-2002 baseline levels, as measured over the 2010-2012 period.
The agreement signed today creates a framework for cooperation between DOE
and the electricity sector to encourage and develop expanded use of
low-emission or emission-free technologies, such as nuclear,
hydroelectric, wind and other renewables, as well as efficient natural gas
and clean coal technologies. Moreover, the accord establishes a
public-private partnership to promote technology research, development and
deployment.
The MOU also establishes goals for the overall public-private partnership,
sets out general principles, and proposes actions to further the
partnership's objectives, the first of its kind with the entire
electricity sector.
