Large Public Power Council Electes New Leaders

Joseph J. Beal, P.E., general manager and chief executive officer of the Lower Colorado River Authority (LCRA) headquartered in Austin, Texas has been elected to serve as chair of the Large Public Power Council (LPPC). The LPPC represents the nation’s largest consumer owned and operated power providers on national energy issues.

“With the passage of last year’s energy legislation, the electric utility industry is still in a period of transition,” Beal said. “I will work to ensure that customers of large public power systems are represented effectively at the federal level.”

Beal is an 11 year veteran at LCRA, the primary wholesaler of electricity in Central Texas.  He was named LCRA’s general manager in 2000.  Prior to joining LCRA, Mr. Beal was senior vice president of Espey Huston & associates, a large engineering and environmental consulting firm in Austin, Texas.

Beal took office as chair of the LPPC at the group’s spring meeting in New York City. Robert P. Johnston,  president and chief executive officer of MEAG Power, was elected vice chair.  Both were elected for two-year terms.

The LPPC’s membership includes 24 of the nation’s largest publicly owned, not-for-profit energy systems. Through direct participation of the chief executives of its member organizations, LPPC works with citizens and elected officials to develop and advance consumer-oriented positions on national energy issues.

From Seattle and Phoenix to New York and Florida, LPPC members provide reliable, low-cost electricity to some of America’s fastest-growing markets. Combined, LPPC member utilities own over 65,000 megawatts of generation capacity and operate over 33,000 circuit miles of high voltage transmission capacity.
