LPPC Supports Bipartisan FEMA Reform Bill to Strengthen Disaster Recovery

The Large Public Power Council (LPPC), which represents 29 of the nation’s largest not-for-profit public power utilities, welcomes and supports H.R. 4669, the bipartisan Fixing Emergency Management for Americans (FEMA) Act of 2025, introduced by Transportation and Infrastructure Committee Chairman Sam Graves (R-MO), Ranking Member Rick Larsen (D-WA), Rep. Daniel Webster (R-FL) and Rep. Greg Stanton (D-AZ).
“Restoring electric service is foundational to a community’s recovery and return to everyday life after an extreme weather event. The bipartisan Fixing Emergency Management for Americans (FEMA) Act of 2025 is an important step toward improving federal disaster response, drawing on insights from emergency response partners, including the public power sector.
As not-for-profit, community-owned electric utilities, LPPC members are on the front lines when extreme weather events strike, working to restore power, repair critical infrastructure, and ensure public safety. They rely on FEMA as a vital partner in disaster recovery, but often face delays and red tape that stall progress.
H.R. 4669 includes meaningful reforms to streamline federal recovery programs, reduce administrative inefficiencies, and empower state and local entities to rebuild communities more effectively. LPPC appreciates the leadership of the House Transportation and Infrastructure Committee and looks forward to continuing to work together to ensure federal disaster programs support our communities when they need it most.” — Tom Falcone, President, Large Public Power Council
