LPPC Comments on FERC Docket on Large Load Interconnection
LPPC filed these comments with FERC supporting the goal of a consistent national approach to large load interconnection, while arguing that FERC’s legal authority to mandate such rules is questionable and that state jurisdiction over retail service, including cost allocation, contract terms, and generation investment decisions must be preserved. LPPC’s reply comments reiterate its call for consensus-based approach to large load interconnection, noting that a broad coalition of parties, including NARUC, EEI, NRECA, APPA, and numerous state commissions, share LPPC’s jurisdictional concerns. LPPC endorses a FERC-sponsored technical conference followed by stakeholder workshops to develop voluntary interconnection best practices, with FERC reserving the right to act mandatorily only if voluntary progress stalls.
