LPPC Urges EPA to Modernize Coal Combustion Residuals with Risk-Based Reforms
LPPC commends EPA's efforts to move away from a one-size-fits-all regulatory framework and encourages the Agency to adopt policies that better reflect site-specific conditions while continuing to protect the environment and human health. The comments emphasize that the current CCR program relies on overly conservative assumptions that can create unnecessary compliance burdens without improving environmental outcomes.
Among LPPC's key recommendations are revising closure requirements for CCR facilities, narrowing the scope of the CCR Management Unit (CCRMU) program, expanding regulatory certainty for beneficial uses of CCR materials, and establishing flexible, site-specific compliance pathways that reduce unnecessary costs while maintaining strong environmental safeguards.
